The purpose of the Physical Needs Assessment is to identify and provide cost estimates for the following key items:

1. Immediate Physical Needs: repairs, replacements and significant maintenance problems that should be addressed immediately. (Particularly to correct any building code violations and environmental hazards, identified in the inspection and reporting process)

2. Physical Needs Over the Term: repairs, replacements and significant maintenance problems that will be needed over the next 20 years.

The assessment is based on our judgment of the actual physical condition of the improvements and the expected useful life of those improvements.

Our Inspectors have performed many capital needs assessments, from small programs to large-scale projects. Our capital needs assessments provide a comprehensive report based on your property’s needs and the area your building(s) are located in.

We have experienced inspectors who can perform Physical Needs Assessments and Comprehensive Needs Assessments in accordance with requirements from HUD, LIHTC, USDA and other organizations and are familiar with MAP, Freddie Mac and other nationally recognized formats.

Our Inspectors use the most up to date pricing guides on the market; we base our prices on generally accepted prices and practices in the housing market.

Our Inspectors also do not lump-together items on our reports. We price each item in the assessment, specifying the size, specs, model number (if applicable), and make recommendations were applicable about upgrading systems instead of simply replacing like with like.

Our approach to a Physical Needs Assessment (PNA) includes the following key considerations:

• Identify deficient conditions in terms of deferred maintenance and building and life safety code non-compliance issues
• Evaluate work necessary to return vacant and off line units to occupied status
• Evaluate work necessary to meet long-term market needs
• Provide a long-term viability plan
• Provide a reasonable cost analysis
• Consider work required to comply with federal accessibility regulations and Housing Quality Standard
• Provide a detailed report for each property development that details the assessment data
• Provide individual cost tables and photographs for documentation
